Settings -> System and Updates -> Developer Options. Under Debugging find 'Select debug app' and choose your app. Tick ON 'Wait for debugger'.

I have made a failed attempt to REBRAND my Honor 9 ROM from Chinese to EU one. After trying to restore my phone from TWRP (also failed due to some unknown reason), I am finding my phone's bootloader locked. The basic problem was that, when I tried to connect ADB, it showed the phone as "unauthorized" and no matter what I did, the prompt would not come up on the phone to allow debugging. Also of note, I was missing the "Revoke USB debugging authorizations" menu item entirely (I could search for it, but it wasn't actually there in the menu)
